Kamara fraudulently claimed to be serving\u00a0<\/p>\n This systemic fraud, involving individuals previously flagged for theft, directly contributed to the federal government\u2019s decision to take unprecedented enforcement action.<\/p>\n The investigations suggest that the political and civic structures of Minneapolis were either complicit or utterly incapable of monitoring the welfare programs they administered.<\/p>\n The Money Trail:<\/strong>\u00a0The fact that individuals like Kamara were able to wire hundreds of thousands of dollars abroad raises crucial questions about the validity of the Manhattan Institute\u2019s claim: that so much of the fraudulent money is being funneled to Al-Shabaab, a group that would certainly benefit from hundreds of millions of U.S. dollars. Given that the 77th defendant alone sent over $100,000 overseas, the sheer volume of such transfers from dozens, if not hundreds, of conspirators is immense.<\/p>\n The Lack of Controls:<\/strong>\u00a0The ease with which criminals could enroll and exploit these programs\u2014like the defendant who claimed to feed twice the number of students enrolled in the entire Minneapolis public school district\u2014demonstrates a disastrous lack of fiscal oversight. The fraud continues to mount, with charges being filed daily, showing that the system is hemorrhaging taxpayer dollars.<\/p>\n The termination of TPS status for Somali nationals in Minnesota is framed as a necessary measure to stop this cycle of systemic theft and to enforce the integrity of U.S. immigration and welfare laws. Her captors drained her of the fluid 24 hours a day and bound her in a restrictive metal vest. She was confined to a small room where he could barely move.<\/p>\n But just as it appeared her life would never improve, kind-hearted animal advocates came to Caesar\u2019s defense\u2026 and changed everything.<\/p>\n Like thousands of other bears in China, Caesar grew up in what could best be likened to hell on earth.<\/p>\n She was forced to live in a small confined space and had what could only be described as a torture west strapped onto her. Like a medieval torture device, the breastplate constricted her body, while a spike aimed at her neck prevented Caesar from attempting to bite or remove the apparatus.<\/p>\n Even worse, Caesar had an open wound on her side. She was forced to supply them bile from her gallbladder, which they used to make traditional Chinese medicine.<\/p>\n Animals Asia<\/em><\/p>\n \u201cIt\u2019s the worst imaginable bile farm torture,\u201d Animals Asia, who saved Caesar, said about the vest.<\/p>\n Caesar suffered immensely in her terrible living conditions, and it\u2019s incredible that she was able to survive. But amidst the darkness, without hope for an end to the torture, everything changed for Caesar in 2004 when she was one of several lucky bears rescued by Animals Asia.<\/p>\n By this time, she was frustrated, miserable, and seriously wounded. But thanks to Animals Asia, she was finally able to break free of the awful vest and get the love and care she needed and deserved.<\/p>\n She completely transformed into a strong, majestic bear with a beautiful, radiant coat. Just like the Roman general from whom she took her name, Caesar was a symbol of respect. Weighing in at 300 kg, she possessed a physical strength and stature that made her an extraordinary presence.<\/p>\n \u201cCaesar\u2019s scars have all but disappeared and today she is an astonishingly beautiful (and formidable) bear, \u201d the organization wrote back in 2016.<\/p>\n After being saved, her favorite activities included swimming and sunbathing, as well as digging \u2014 especially when the weather was nice and cool in the fall.<\/p>\n \u201dShe has now spent a dozen happy years with Animals Asia in Chengdu, enjoying swims in the sunshine as well as indulging her natural digging instincts \u2013 particularly when the weather cools in the autumn,\u201d Animals Asia said.<\/p>\n \u201dSeeing a bear shake themselves like this is always a moment full of awe \u2013 they\u2019re such incredibly beautiful, powerful animals and none more so than Caesar,\u201d Nic Field, director of the group\u2019s China bear and vet team, said in a statement. \u201dTo see her out in the sunshine \u2013 a dozen years on from her rescue \u2013 it\u2019s hard to imagine her existence back then.\u201d<\/p>\n Although Caesar was saved, it\u2019s important to remember how much work still needs to be done to end animal torture.<\/p>\n In China, there are an estimated 10,000 bears locked up. Hopefully, Caesar\u2019s story will serve as a wake-up call so that animal lovers the world over will band together and help put a stop to this.<\/p>\n \u201dThese metal jackets are now illegal so less common, but it\u2019s likely that there are still some out there,\u201d Steve Jackson, head of communications for Animals Asia, told The Dodo, in 2016.<\/p>\n Animals Asia \/ Facebook<\/em><\/p>\n Caesar\u2019s rescue may have been just one small step against the bile industry, but it completely transformed the life of this once-suffering brown bear. After years hidden in darkness, she finally got to enjoy swimming, climbing, and running freely through the grass \u2014 making up for lost time.<\/p>\n Tragically, the harsh conditions she endured on the gallbladder farm eventually caught up with her. A very aggressive tumor developed, a cruel reminder of the cellular damage and infections caused by repeated gallbladder extractions\u2014a common reality for many rescued bears.<\/p>\n Shortly after the tumor was discovered, Caesar passed away, leaving Animals Asia and her caretakers heartbroken. Her story stands as a poignant update on the ongoing struggles faced by bears like her, and a somber reminder of the resilience and courage of animals who survive unimaginable cruelty.<\/p>\n If brown bear Caesar\u2019s tragic life taught us anything it is that we cannot rest until every bear is freed from the remaining bile farms in China and Vietnam \u2013 and that any opportunity to rescue a single bear cannot be passed up. They need us more than we can ever know.
